  Adobe Photoshop Elements is a cutdown version of the well known Photoshop package. It includes all those functions that the average non professional will require. It is a powerful package with an interface that requires some effort to get into. It sports the ability to stitch photos together in a quick and simple way, as well as the usual web image export functions. This is a reasonably priced program supplied free with some scanners.
     
  Ulead PhotoImpact is a powerful and cheaply priced image manipulation program. It has most of the features of Photoshop Elements, but in addition it has the ability to generate 3D style images with the ability to make objects interact using Z-merging. The program comes with Ulead's GIF animation program and an program for generating image albums. As a bundle this can't be faulted and the interface is easier to get into than that of Photoshop Elements.
     
  The GIMP is a free image manipulation program available under the GPL license. This program has originally been developed for Linux, but is also available under Windows, although the Linux version is more stable and advanced. Again it has all the usual features available, and it is also capable of using scripts to generate images. It's interface is fairly tricky to master initially, but well worth the effort.
